Baker was born to Alice Birdene and William Alexander Hall in Toledo, Ohio.

He attended the University of Toledo and afterwards worked as a high school teacher as a translator for the United States Army in Germany.

He began his film career at the Los Angeles Theatre Center in Los Angeles, and went on to feature in over 185 films before his death.

He is known for his roles in the films Boogie Nights (1997) and Magnolia (2001). (1999).
