Sam Howell was born in the United States on September 16, 2000, in Waynesville, North Carolina. He is of Korean ancestry in part. He played high school football for Sun Valley High School in Indian Trail, North Carolina.

Sam Howell threw for 13,415 yards and 145 touchdowns while rushing for 3,621 yards and 60 touchdowns at Sun Valley High School in North Carolina.

On Early Signing Day for the 2019 class, Sam Howell committed to the University of North Carolina. In the preseason, he was named to the Maxwell Award, Manning Award, and Davey O’Brien Award watch lists for his second season as a Tar Heel.

Sam Howell holds multiple Tar Heel team records, including the most career throwing yards (10,283), total touchdowns (109), touchdown passes (92), and touchdown passes in a single season (92). (38).

Sam Howell is projected to go late in the first round in some mock drafts, but he is projected to go early on Day 2 in others. According to CBSsports.com, Sam Howell will be selected 41st overall by the Seattle Seahawks.
